| 摘 要： | 远程教育政府规制问题研究是远程教育的政府管理中一个非常值得研究的视角，而远程教育的产业属性是研究远程教育政府规制问题的基本逻辑起点。本文从应然和实然两个视角，对远程教育的产业属性进行了系统分析，指出远程教育具有产业的属性。
