| 摘 要： | 贯彻和落实党的十七大精神，其中最主要的工作就是全面加强党的建设，而加强党的建设的关键在于持续提高党委领导权力质量。高校党委领导权力质量是领导权力满足高校各类顾客及相关方发展需要所呈现出的向好和趋善。就高校实际而言，规范高校内部权力关系，乃是高校党委领导权力质量得以实现的核心问题。这种领导权力质量最主要的实现路径在于规范高校党委领导权力与行政权力、学生权力、学术权力和教师权力的关系，其落脚点在于建立现代大学制度。

| Abstract: | In order to implement the spirit of the Seventeenth National Congress of the Communist Party of China, we should at first strengthen ilae construction of our party. Therefore, we should improve the quality of our party＇ s leadership. The quality of party comittee＇ s leadership is a tendency in which leadership satisfies all sorts of customers＇ needs. As for universities, regulating the power relations is a key in realizing a qualified party committee＇s leadership. The ways to realize this are to regulate the relationship among party committee＇s leaders, administrative power, academic power and teachers＇ power. |
