| 摘 要： | 新时期义务教育均衡发展应走向质量均衡。质量均衡以提高和缩小教育质量差距为目的。教育质量体现在教育输入、教育过程和教育结果三个方面。本文依据义务教育质量的特性,提出义务教育的输入质量指标、过程质量指标和结果质量指标框架,并通过具体的细化,建构起较为完整的义务教育质量均衡的指标体系。
