| 摘 要： | 目的/意义]智能革命时代,人工智能已逐渐成为世界各国取得核心竞争力的强大驱动力。对比并学习国外人工智能政策规划的先进经验,是中国进一步发展人工智能产业的必然要求。方法/过程]以中、美、日、英、法五国人工智能政策文本为研究对象,利用政策工具-创新价值链和PMC指数模型对上述五国人工智能政策进行比较分析和评价。结果/结论]五国在政策工具的运用上以环境型和供给型为主,评估的PMC指数值对应的政策等级属于良好。与其他四国相比,中国人工智能政策规划应当增加对需求型政策工具和成果转化价值环节的重视,并随着产业的成熟设计更加多元的、面向市场的政策内容,以不断完善人工智能顶层设计。

| Abstract: | Purpose/Significance]Artificial intelligence has gradually become the driving force for all the countries to obtain core competitiveness.It is inevitable for China to learn the advanced experience of policy system development overseas.Method/Process]Taking the AI policy texts of China,USA,Japan,UK and France as the research objects,this research used policy instrument-innovative value chain and PMC index model to analyze AI policies.Result/Conclusion]The results showed that the environmental-side and supply-side policy instruments are used most frequently.The policy levels corresponding to the PMC index of the five countries'AI policies were good.Compared with the other four countries,China should pay more attention to the demand-side policy instruments and the stage of achievement transformation,and design more diverse,market-oriented policy content,thus improve the top-level design of artificial intelligence continuously. |
