| 摘 要： | 贯彻落实“十六大”的精神，进一步改革和完善党的领导方式，提高地方党组织的执政能力是当前和今后的一项十分重要的工作。当前，地方党组织执政方式中还不同程度地存在着亟需进一步改革和完善的问题。为此，必须积极改革和完善党的领导方式，促进各级领导干部进一步提高执政能力；努力建设推进改革和完善地方党的领导方式、执政方式、领导体制和工作制度；完善党委内部议事和决策规则及运行机制，提高各级党委决策的科学化、民主化水平。

Reform and Perfect the Leading Style of the Party to Improve the Governing power of the Local Party Organizations |

| Abstract: | It is an important work at present and in the future for us to reform and perfect further the leading style of the Party to improve the governing power of the local Party organizations by implementing the spirit of the 16th National Conference of CCP. There are still problems in the leading style of the local Party organizations, waiting for us to solve. Therefore we must do such work as: to reform and perfect the leading style of the Party to improve the leading ability of the reformation and perfectness of the leading and governing style, leading system and working regulation of the local Party; and to perfect the rules of procedure and for decision-working and operation system in the Party committees to heighten the scientific and democratic level of various ranks of the Party committees in making decisions. |
