| 摘 要： | 以德治国与依法治国密不可分。二者紧密结合是社会主义法治的内在要求。以德治国为依法治国提供伦理道德基础，法制建设的每一个环节都离不开道德的指引。依法治国为以德治国提供有力的法律保障表支持，以德治国是法治国家总框架下的重要治国措施。德法合治必须统一在依法治国的进程之中。

| Abstract: | It is inseparable to run a country with both morality and laws.Their close combination is the inner demand of socialistic legal construction.Moral administration provides legal administration with ethical foundation and each link of legal construction need the direction of morality.Whereas,legal administration supplies moral administration with powerful legal support and assurance.Moral administration is an important step in the general framework of a law\|ruled country.Administering a country with both morality and laws should be unified in the process of running a country according to laws. |
