| 摘 要： | 公平是一个历史的范畴.马克思主义认为社会保障的公平性在于维护和延续社会有机体的生命力.通过国民收入再分配实现收入转移,对低收入者或无收入者提供必要的帮助,减少社会成员的风险,起到社会稳定器和安全网的作用.毛泽东、邓小平和新一代中央领导集体,把马克思主义理论与中国革命实践相结合,在坚持马克思主义社会保障公平思想的同时强调了中国的社会保障制度建设必须立足中国的现实国情,不断促进社会公平,构建社会主义和谐社会.

| Abstract: | Fairness is a historical category.The Marxism thought that social security's fairness lies in the maintaining and continuing of social organism's vitality.It realizes the shift of income through the national income redistribution,offers necessary help to those who have low income or no income,reduces the risk that may occur on members of different social classes,and plays roles of a stabilizer and a safety net in a society.Mao Zedong,Deng Xiaoping and the new generation of central leaders,have combined the Marxism theory with China's revolutionary practice.While sticking to the fairness thoughts of Marxist social security,they are emphasizing that an establishment of social security system must be based on China's national reality;so as to promote the social justice unceasingly and construct a harmonious socialist society. |
