| 摘 要： | 党委领导下的校长负责制是指学校工作由学校党委统一领导、校长全面负责、部门执行落实、教授参与治校、教职工民主参与管理、办学治校适应社会和市场需求的学校内部的领导体制。本文以法规政策为依据,理论和实践相结合,系统分析新时期党委领导下的校长负责制的内涵、特点,厘清几对重要的管理关系,认为只有按照民主集中制原则,加强各项制度建设,进一步规范各种复杂关系,才能从根本上保证党委领导下的校长负责制的贯彻执行。

| Abstract: | The president responsibility system under the leadership of Party committee is referred to the leadership system,in which the school work is under the unified leadership of the Party committees of university,together with the headmaster's general management,the staff's democratic sharing management,running and constructing universities to meet the requirement of the society and market.According to the policy and law,and combining theories with practices,this paper systematically analyzes the necessary connotation and features of the president responsibility system under the leadership of Party committee in new era,compares and reaches a clear understanding of several key management relationships.this paper also points out that it assures the president responsibility system under the leadership of Party committee of carrying out from the fundamental,only according to the principle of democratic centralism to insist on reenforcing the construction of various systems and further normalizing various complex relationships. |
