| 摘 要： | 文章结合中外高等教育的发展进程，分析了从精英教育阶段步入大众化教育阶段后转变质量观的重要性和必要性，提出了树立大众化阶段的新质量观，即发展的、多样化的、特色化的、整体性的高等教育质量观，并结合中国石油大学的办学实际，对落实大众化高等教育质量观提出了具体策略。
