| 摘 要： | 平民学习问题是社会发展的基本问题,是改善民生的根本途径,平民需要属于自己的教育形式.远程教育是平民的教育,必须以促进平民学习与发展为宗旨及价值取向,坚持走平民化的发展道路.历史地形成的平民学习文化,是远程教育发展的基础和土壤,根植于平民学习的文化土壤,远程教育才具有内在的活力和强大的生命力.基于平民学习文化,中国远程教育必须创建贴近平民生活、满足平民需求、接受平民评价、寻求平民支持、体现平民学习特点的平民化发展模式.
