| 摘 要： | 基础教育,特别是农村基础教育的发展质量,在相当大的程度上影响着国家的发展质量,影响着全面建设小康社会教育目标的实现。在肯定基础教育发展成就的同时,更要冷静地看到农村基础教育存在的诸多问题。从政策的角度看,解决中国目前农村基础教育诸问题的良策,是实行两条腿走路,即通过办好优质高中和高中段职业教育拉动义务教育,解决义务教育中较突出的辍学问题。所以,应调整“三级分流”的做法,使农村基础教育转向完全的义务教育和高中段的职业教育。

| Abstract: | To certain extent, the development quality of basic education, especially basic education in rural areas, influences the national progress and the realization of the objectives of an all-round well-off society and a comprehensive education. While celebrating the brilliant achievements in the development of basic education in China, we should also have a calm awareness of the existing problems in the basic education in rural areas of China. In view of educational policy, the best solution to the existing problems in rural basic education is to adopt the policy of "walking by two legs", i. e. promoting the development of compulsory education through developing excellent senior secondary schools and senior secondary vocational schools, and tackling the problem of drop-outs in compulsory education. For this reason, should readjust the practices of "three-hevel steaming", so as to convert the basic education in rural areas to complete compulsory education and senior secondary vocational education. |
