Abstract:The author has found out the learning characteristics and obstacles of the distance learners in this area, and proposed some suggestions to improve the present distance education system through the findings and the data analysis of the learners' sources, learning motives, learning methods, learning obstacles, their ways of asking for help and their knowledge and application of educational technology resources in the border and national minority areas.
