| 摘 要： | 突发事件较多爆发于社会公共领域,长期以来并未受到高校的重视.随着各类突发事件在高校的频发,这才逐渐进入公众视野,受到理论界、学术界和管理者的关注.本文学习和借鉴政府公共危机管理和应急管理的理论体系,以高校突发事件管理的保障机制构建为出发点,从组织保障、资金保障、队伍保障、法律保障几个方面,提出进一步完善高校突发事件防范和处置工作的对策建议.

| Abstract: | Emergencies happen more in public places, but they had not been taken seriously for long until they happened frequently in universities which have received attention from public, theoretical circles and managers. The paper advances suggestions and countermeasures for improving emergencies safeguard and disposal mechanism from the aspects of organization, funds, personnel and law based on the government＇ s public crisis management and emergency management system. |
