| 摘 要： | 新时期以来，中国共产党在建设中国特色社会主义的伟大事业中积累了科学的执政经验。必须在坚持马克思主义指导地位的前提下实现党在指导思想上的与时俱进是科学执政的理论前提；树立“以人为本”的政治观，把密切党同人民群众的血肉联系当作一项严肃的政治任务是科学执政的本质；加强对权力的制约和监督，建立科学的权力运行约束机制是科学执政的保证；在推进中国特色社会主义伟大事业的实践中加强党的执政能力和先进性建设是科学执政的关键。
