论高校教师考核激励机制

摘    要:在高校教师考核激励机制中,奖惩是手段,教师发展和教育教学质量的提高是目的。考核激励机制不能简单地以得分多少区分教师的优劣。激励教师提高教学水平、取得科研成果宜用奖励方法,不宜采用惩罚手段。考核激励机制应减轻教师的科研压力,增加教师的教学质量压力。建议对科研工作实行申报考核和奖励制度。考核激励机制应引导教师在学生的能力培养和素质提高上多下功夫。在教师考核工作中,“达标考核奖优激励”机制有利于学校和教师的可持续发展。

Abstract:In the assessment and incentive mechanism for teachers in higher education institutions,bonus and penalty is just some kind of measure,the development of the teachers and the improvement of teaching and education are the targets of the mechanism. Therefore, the assessment and incentive mechanism can not differentiate good teachers from the so-called bad teachers, based on how many scores they get in the assessment. The measure of offering bonus, rather than the measure of penalty, should be applied to encourage the teachers to improve their teaching, and achieve more in their scientific research. The assessment and incentive mechanism should focus on relieving the teachers' pressure in scientific research,and adding more pressure on them for the improvement of teaching. The writer suggests that an application for assessment and award mechanism be introduced. Such an assessment and incentive mechanism should lead the teachers to make more efforts to develop the students' competency and improve their quality. In the assessments on the teachers, a mechanism characterised by reaching the mark and bonus for excellence is good for the sustainable development of the education institution and the teachers.
