| 摘 要： | 现代社会危机的高发生率，使危机管理成为重要的研究课题。近年来，我国危机管理法制、体制和机制建设都有了迅速发展，政府部门、社会组织和公众的危机意识也大大增强。在这样的社会背景下，图书馆作为社会公共部门之一，也需要转变管理观念，重视危机管理。文章从危机管理法制建设、危机管理体制和机制建设、开展图书馆危机管理研究的必要性等层面出发对图书馆危机管理的研究背景进行了论述。

| Abstract: | In modern society, the high frequency of crisis occurrence makes the crisis management become a hot research topic. In recent years, the crisis legal system and mechanism of our country have been developing rapidly. And the crisis sense of government departments, social organizations and the public has been improved a lot. Under this background, as a public institution,the library needs to change its management concept and attach more importance to crisis management. From various angles, this article explores the research background of library crisis management. |
