| 摘 要： | 随着拉萨市普及九年义务教育任务的完成,义务教育均衡发展已成为今后拉萨市义务教育发展的一个重点。目前拉萨市义务教育发展非均衡化现象比较明显。究其成因可分为历史原因和政策原因。要实现义务教育均衡化发展必须处理好效率与公平、区域经济发展不平衡与义务教育均衡发展、重点学枝的发展与义务教育均衡发展、当前教育人事制度与义务教育均衡发展之间的矛盾,通过切实落实“以县为主”的管理体制、实施向农牧区和薄弱学校倾斜的财政政策、制度创新来积极促进拉萨市义务教育均衡发展。

| Abstract: | With the accomplishment of popularization of the nine-year compulsory education in Lhasa,the balanced development of compulsory education has become the priority in the future development of compulsory education in Lhasa.At present,a serious imbalance exists in the development of compulsory education in Lhasa,which is due to both historical and policy reasons.To realize a balanced development of compulsory education efforts should be made to tackle both the contradictions between efficiency and fairness and the contradictions between balanced development of compulsory education and the imbalanced regional development of economy,the development of key schools and the current educational personnel management system respectively.Balanced development of compulsory education in Lhasa should be vigorously promoted through implementing the management system of "putting counties first" in real terms,carrying out preferential financial policies for both agricultural and pastoral areas and underdeveloped schools as well as innovating systems. |
