| 摘 要： | 独立学院是我国高等教育体制、机制和模式改革创新的重要成果，但在其发展过程中，也面临诸多问题。2008年2月，教育部出台了《独立学院设置与管理办法》，从当年4月开始，独立学院进入五年的过渡期。独立学院的转设与改革存在着一些棘手问题，教育主管部门及独立学院需要加以科学分析、认真解决，保持独立学院良好的发展势头。
