摘    要:从空间定位角度审视规划的实施效果是对传统评估方法的重要补充.本文基于GIS空间分析,以评估期内土地利用空间形态变化为导向,从规划执行力、规划控制力、规划引导性3个方面选取空间偏离度、耕地连片度、城镇重心偏移指数、土地利用布局分异指数以及建设用地布局离散度作为规划实施定位评估指标,对江苏省常州市新北区第三轮土地利用总体规划(2006-2020年)进行实证分析.结果表明,评估期内新北区较好地落实了土地用途管制和建设用地空间管制,土地利用结构在空间上的分布情况与规划空间布局的符合程度较高,用地的发展趋势基本符合规划的调控方向,规划实施效果总体良好.

Abstract:The evaluation of planning is a necessary precondition for planning adjustment and an important supplement to traditional evaluation methods from the aspect of spatial orientation. Here, GIS spatial analysis was introduced to judge the degree of consistency between implementation and planning. Considering the purposes and claims of land use planning, we selected spatial deviation, the concentration degree of cultivated land, the differentiation index of land use layout, the urban center offset index and degree of construction land discrete as evaluation indices. Research data included the general plan of land utilization (2006-2020) and 2006 and 2011 annual land utilization alteration data for Xinbei district in Changzhou. The spatial deviation of newly-added construction land in Xinbei was found to be 17.44%, and the concentration degree of cultivated land increased from 93.88% in 2006 to 94.55% in 2011. The center of the gravity offset and construction land layout discrete evaluation score were 100 and 27, respectively. The differentiation index of agricultural land and construction land were higher, while other land fell to about half. The results show that Xinbei has performed well during the evaluation period. Land utilization control has been well implemented, and development trends in land use fit with the regulation direction of planning. These evaluation results provide a quantitative demonstration base for planning readjustment.
