| Abstract: | Educational quality of public schools in compulsory education has been a headache to many countries including such a developed country as the United States. Through the analysis of case studies of the implementation of school vouchers in the United States,this paper illuminates that external competition brought on by school vouchers promotes reforms within public schools and meanwhile develops private schools. School voucher is therefore a win-win education policy. |
