| 摘 要： | 新生代进城务工农民在城市生活的"三重大事"之一是使其子女在城市享受优质教育,故当前教育政策的立足点要从保障新生代进城务工农民子女"有学上"向"上好学"转移。这就要求改进教育政策的制定方式,在开放的社会系统中认识各方利益主体的相互关系,保障他们享有平等的受教育权。
