| 摘 要： | 如何管好用好科研经费,提高利用率,使有限资金发挥更大作用,加强科研经费管理已成为科研管理工作的重要内容,也是科学研究过程管理和目标管理的最佳结合。为进一步加强高校科研经费管理,提高资金使用效益,保证高校科技事业持续、健康的发展,教育部、财政部(教财〔2005〕11号)文件发布了《关于进一步加强高校科研经费管理的若干意见》的文件。
