| 摘 要： | 从探讨资源的双重价值属性及其矛盾的解决出发,提出科技条件平台共享机制是基于一定流程,以权利配置为核心,遵循利益平衡的治理理念,通过制度体系作用,达到资源所有者、使用者、管理者有效协同运作的机理和方式.由资源整合机制、利益激励机制、协调管理机制、技术支撑机制等四大内容构成,以法律法规、政策、管理办法等三个不同层次的制度形式,共同造就平台的整体功能和秩序. |
