公共部门科研人员绩效考核中存在的问题与对策

摘    要:科研型公共部门是国家和地区统筹科技资源,推动经济社会发展的重要主体。但当前一些公共部门针对科研人员的绩效考核不适应市场经济的要求,绩效考核的激励作用发挥不足。为给科研型公共部门绩效考核改革提供依据和参考,探究公共部门科研人员绩效中存在的问题:主要在于主观认识不到位,考核指标体系不科学,在具体的实施过程中还存在一些问题,以及未能充分利用考核结果等。最后针对存在的问题提出了相应的优化措施,即端正对绩效考核的认识、积极探索科研人员绩效考核指标体系改革、规范绩效考核过程、合理使用绩效考核结果。从而提高科研人才的效用,提升绩效考核的激励作用。

Abstract:Scientific research public sectors are the main body of integration of science and technology resources, promoting economic and social development in Countries and regions. But currently, the scientific research personnel performance as- sessment failed to play its incentive function. The problems existing in the current scientific research personnel of the public sectors mainly are subjective misunderstanding, non-scientific evaluation index system, some problems in the process of the assessment, and failure to make full use of the assessment results. The paper put forward the corresponding optimized meas- ures for the problems, namely, correct understanding of performance appraisal, active exploration on the reform of scientific research personnel performance appraisal index system, standardized performance evaluation process and rational use of per- formance appraisal results, providing a reference for fine public sector performance evaluation reform so as to improve the ef- fectiveness of scientific research personnel and the performance evaluation incentive effect.
