摘    要:专业技术职务评审是人力资源管理工作中一项极为重要的工作。尽管目前我国高等学校已有一套相对完整的专业技术职务评审制度,但在实际操作中仍然反映出一些不足或问题:重评聘,轻聘后考核;重科研,轻教学;重科研成果的数量,对科研成果质量重视不够;重硬指标,轻软指标。改进完善的建议是:细化评审标准,增强评审工作的可操作性;加强聘任管理和聘后考核;建立与完善科学的评价教学的激励机制;严格把好科研成果的质量关;评审要与考试、考核相结合;加强评委会专家库建设,确保入库评委的质量;专业技术职务评审做到公平导向、规范科学。

Abstract:Appraisal of professional titles is a very important task in human resources management.Although a relatively complete system of appraisal of professional titles has already existed in Chinese universities, there are still some problems in practical operations. These problems are as follows: More importance is attached to Appraising and engaging than the assessment after engaging; more importance is attached to research than teaching;more importance is attached to the quantity of research than the quality of researeh;more importance is attached to hard index than soft index. This text gives the suggestions as follows. Refining the standard of appraisal; strengthening the maneuverability of appraisal;enhancing the management of appointment and assessment;establlshing and perfecting fire scientific incentive mechanism of evaluating teaching;strictly checking on the quality of research;combing appraisal with examine and assessment; enhancing the construction of the expert tank of Review Committee and insuring the quality of the members in the expert tank; making appraisal of professional titles more fair, normal and scientific.
