| 摘 要： | 应当借鉴西方创新经济学的理论精华，在我国全方位、多渠道、多层次地宣传和培养全社会的创新意识；健全和发展国家创新体系；优化创新环境；培养和引进高素质人才，培育适应市场需求的各类创新主体；把市场需求同我们特有的优势相结合，把宏观层面的创新与微观层面的创新相结合，把政府的创新与企业的创新相结合，把技术创新与制度创新相结合，以人为本，开创全社会创新的新局面。

| Abstract: | The essence of the western innovative economics should be used for reference to propagandize and foster the innovative consciousness in an all-round way, perfect and develop the national innovative system, optimize the innovative surroundings, cultivate and introduce great talents, nourish all innovative subjects suitable for the market, combine the market with our own superiority, the macro innovation with the micro innovation, the innovation of the government with that of the enterprise, the technique innovation with system innovation so as to auspicate the new trend of innovation with the concept of "people first". |
