| 摘 要： | 从诠释公共服务的概念出发，进而探索了公共体育服务的概念及相关理论，为深化我国公共体育服务相关问题研究进行了理论铺垫。研究表明，公共服务概念形成于政府职能变革运动的实践与理论探索，它属于公共行政学范畴，公共体育需要是人们社会生活中的基本体育需求，公共体育服务是指公共组织为满足公共体育需要而提供的公共物品或混合物品。研究还表明，公共组织是公共体育服务的供给主体：全体公民是公共体育服务的客体；公共体育需要是公共体育服务供给的发端和归宿；公共体育服务的内容丰富；公共体育服务供给模式多元。 |

| Abstract: | In this paper, the concept of public service was explained firstly, and the concept and theories of public sports service were discussed. Public service is formed from government innovation and it belongs to public administration study. The need of public sport is the basic need of human in social life. Public sports service refers to the public goods and mixed goods provided by public organizations. Public organizations should provide public sports service, and all the citizen are the objects of public sports service. The need for public sports is plentiful and the model of public sports service is multiple. |
