| 摘 要： | 群众体育"组织化"是群众体育发展的结构性支撑。运用文献资料、逻辑分析等研究方法，对中国群众体育"组织化"发展的障碍进行实事求是的分析，并提出基本对策。结果认为，自组织、脱域性的组织方式改变了以往群众体育活动开展的被组织、属地化现象，亟待从理念及制度上对群众体育"组织化"工作进行重新考量和建构；群众体育"组织化"发展需要将群众体育组织置于办体育的主体地位，加大日常健身组织的培育。在此基础上，提出京津冀群众体育"组织化"发展应遵循"复杂问题有限求解"的逻辑思路。

| Abstract: | Systematization is the structural support of development of sports for all. By means of literature study and logic analysis, this paper analyzes problems in the development of sports for all organization in China and puts forward countermeasures. Self organization and disembodying organization has changed the Organization mode of sports for all activities. Therefore, the concept and system should be reconstructed, the roles of the sports for all organizations should be strengthened, more supports should be given to fitness organizations. The systematization of sports for all in Beijing, Tianjin and Hebei province should follow the idea of "finding finite solutions form complex problems". |
