| 摘 要： | 南方县城群众体育有许多和大中城市不同的特点,由于人们对其间的规律研究得少,外界对公共体育资金使用存在不合理干扰,权力缺乏足够的制衡和监督,优质管理资源投入不够,致使南方县城群众体育水平不高。改善这一状况的办法有扩大县镇政府的自主权,建设造价不高坚固实用的体育馆等。
