| 摘 要： | 群众体育发展代表了一个地区在多大程度上把社会发展的成果惠及群众。伴随着全国群众体育运动的发展，各地区的群众体育运动发展迅速，特别是经济发达地区的群众体育运动表现出了巨大的发展活力。但是，黑龙江省的群众体育运动却因为气候、经济和理念上的原因，发展速度缓慢，具体表现出了设施场地器材的短缺，社会指导人员匮乏、群众参与度不高和城乡发展不平衡等几方面的问题。本文通过对这些客观存在问题的具体分析，寻找适合于黑龙江省群众体育发展的具体策略。结合黑龙江省实际，笔者提出了加大设施投入、组织建设、宣传、统筹发展和广泛开展健身运动这几点策略，力图在资金允许的条件下，建立参与度高有黑龙江省特色的群众体育。

| Abstract: | The development of mass sports may stand for the degree of people benefitting from the achievements of social development in an area. Along with the development of national mass sports, the development of mass sports in different regions is rapid, especially the development of mass sports in economically developed areas shows great vitality. However, the development of mass sports in Heilongjiang province is slow because of climate, economy and ideology, which concretely show the shortage of facilities, the lack of social guidance personnel, the low mass participation and the unbalanced urban-rural development. The paper researches the development strategy which is propitious to the mass sports in Heilongjiang province by analyzing these existing problems. Considering the actual situation of Heilongjiang province, it suggests increasing the infrastructure investment, the organizational construction, the propaganda, the overall development and widely developing the iftness activities. Under the condition of allowed funds, it tries to establish a mass sports with Heilongjiang feature and high participation. |
