| 摘 要： | 分析学校体育伤害事故产生的原因：体育活动本身的危险性;教师疏于组织管理;场地设施存在隐患;医务监督不力.阐释学校体育伤害事故的归责原则,即过错责任原则、无过错责任原则、公平责任原则.提出学校预防体育伤害事故的措施：教育行政部门、学校、教师应重视安全问题;区分运动损伤和伤害事故;严格执行教育部及相关部门法规制度;设立意外伤残保险.

| Abstract: | It analyzed the physical education injury accidents happened in schools,and found out that the causes were: a risk existing in physical activities themselves,teachers' carelessness in the organization and management,a hidden danger existing in ground facilities and inefficient medical supervision.Meantime,it expounded the imputative principles of school physical education injury accidents,i.e.the principles of taking the responsibility for fault and taking a non-fault responsibility and a fair responsibility,and put forward some measures for schools to prevent physical education injury accidents,which were that the administrative departments of education,schools and teachers ought to pay high attention to safety,distinguishing sports injury from injury accidents,seriously carrying out the regulations and systems drawn up by Education Ministry and related departments,and setting up the insurance for accident injury and disablement. |
