| 摘 要： | 从经济、科研和制度三个方面,分析军民科技资源共享的基础条件,研究军民科技资源共享过程存在的现实困境。采用博弈理论方法,构建军民科技资源主体间的资源共享博弈模型,结果表明某一科技资源主体的预期共享收益(效用)不仅要高于其不共享科技资源时的收益,还与另一科技资源主体共享资源量、共享概率有关,并受到该主体对共享资源的吸收、利用能力影响。基于博弈分析结果和共享困境,从共享观念、法律制度、平台、标准体系、管理体制等方面,提出一系列的有效治理策略。

Sharing Game and Governance of Science and Technology Resource for Military and Civilian |

| Abstract: | Basic sharing conditions are analyzed with economy, technology and system. Problems of sharing are also studied. With game theory, sharing game model of science and technology resource for military and civilian is established. Results show that the expected sharing benefit (utility) of a subject of science and technology resource is higher than that of the non-sharing condition. Meantime, the benefit is related to the sharing amount and probability of the other subject. Moreover, the benefit is related to the ability of absorbing and utilizing resource. Finally, with the game results and sharing problems, some effective governance policies are given. |
