摘    要:该文提出了农用地分等的土地利用系数"两步法"计算方法,该方法既能反映区域的土地利用实际水平和土地利用能力水平,又能反映土地利用中的经济关系.土地利用现实系数等于土地利用能力系数与农民利用意愿系数的乘积;其中土地利用现实系数等于作物的实际产量除以当地该作物的生产潜力;土地利用能力系数等于充分发挥利用能力下的作物产量除以当地该作物的生产潜力;农民利用意愿系数等于作物的实际产量除以充分发挥利用能力下的产量.应用C-D生产函数模型,建立了"两步法"土地利用系数统计模型.运用该统计模型对我国15个省(自治区)的土地利用系数进行估算的结果表明,全国各地土地利用实际水平最高的地区是经济发展水平处于中等偏上的地区,该地区农民利用土地的意愿较高;虽然经济发达地区的土地利用能力最强,但其农民利用意愿并非最高,从而导致其土地利用实际水平不是最高.

Abstract:Two-step Measurement, a new method of land use coefficient for agricultural land gradation, is put forward in this paper. This method not only reflects the actual level of land use and the ability level of land management in a region, but also reveals economic relation of land use activities. The actual coefficient of land management is the product of ability coefficient of land use and desire coefficient of land use. The actual coefficient of land use equals to actual yield of crop divided by potential yield of this crop locally. The ability coefficient of land use equals to the maximal crop yield divided by potential yield of this crop. The maximal crop yield means the highest crop yield created by fully exerting of production ability. The desire coefficient of land management equals to actual yield of crop divided by the maximal crop yield created by fully exerting of production ability. According to the principle and method of C-D production function model, the statistical model of land use coefficient calculation is established. The land use coefficient of 15 provinces is estimated by applying this statistical model. The results indicate that the actual coefficient of land use is higher in Hebei province, Henan province, Shandong province, etc. The ability coefficient of land use is higher in Guangdong province, Jiangsu province, Shandong province, etc. The desire coefficient of land use is higher in Hubei province, Hunan province, Anhui province, etc. Based on the data of 15 provinces, the land use coefficient at different economic development level is estimated. The results reveals that the actual level of land use is highest in the middle developed area, i.e. farmers have the desire of land use in this area. Although land management ability is maximal in the developed area, the actual level of land management is not highest, because farmers have lower desire of land input. Although the actual level of land management is lower in the developing area, the desire coefficient of land management is highest in this area.
