中国装备制造业竞争力提升策略研究

摘    要:中国装备制造业竞争力的提升已经越来越受到现有制度的约束。在新制度经济学的视角下,对装备制造业的制度进行分析,对其竞争力的变化具有很强的解释力。本文在回顾了我国装备制造业产业政策的制度变革历程的基础上,指出现阶段装备制造业制度设计存在着缺少对国内区域分工协作的引导、资本结构极不合理、与低碳低耗能的整体经济发展趋势不能达到激励相容、忽视与非正式制度的协调发展等问题,并在实现制度效率、帕累托改进、交易成本最低、尊重制度生命周期规律等制度设计的原则下,给出我国装备制造业产业政策设计的建议。

Abstract:The enhancing of the competitiveness of Chinese equipment manufacturing industry has been increasingly constrained by the existing systems.From the perspective of new institutional economics,the analysis of the systems can strongly explain the changes of the competitiveness of equipment manufacturing industry.Based on the review of the institutional change process of China’s equipment manufacturing industry policy,the paper points out that there are many problems in present China’s equipment manufacturing industry.For example,system design lacks the guide to domestic regional division of labor and collaboration;capital structure is extremely unreasonable;its development is incompatible with the overall economic development trend of low carbon and low energy consumption and ignores the coordinating development with informal systems;etc..Under the principles of realization of system efficiency,Pareto improvement,the lowest transaction cost,respect for the law of system life-cycle,etc.,the paper gives proposals for policy design of China’s equipment manufacturing industry.
