| 摘 要： | 新形势下既要重视狭义贫困,又要更多地重视广义贫困,要采取综合治理措施,提高贫困人口的综合素质;对国定和非国定贫困县要实行动态管理,既要扶持绝对贫困人口,又要扶持低收入贫困人口;扶贫开发由县为单元转向贫困村和贫困人口。改善收入分配对缓解贫困作用将越来越明显。

| Abstract: | Under the new development ideology, one should not only look at poverty in a narrow sense, but also from wider perspectives, adopting a combination of methods so as to raise the living standards of those who are in poverty. It is important to dynamically manage those poor areas, not only assisting those who are in absolute poverty, but also those who have low income. Poverty assistance and development should transfer to have poor village and their population as a unit instead of having poor county as a unit. Improving income distribution should become more and more evident for relieving poverty . |
