| 摘 要： | 基于扎根理论，通过访谈及文本分析获取研究资料，借助NVivo 10软件对资料进行编码，得到PPP项目中控制的结构维度，其3个副核心范畴为产出控制、行为控制和偏差控制。通过分析其与一般工程项目中发包人对承包人控制的区别，得出PPP项目控制的构念及概念模型。针对研究结论，从更加“重产出、轻行为”、侧重通过机制设计实现私人部门的“自我控制”及完善PPP项目相关立法三方面对实践部门提出具体的管理启示。

| Abstract: | Based on Grounded theory , this paper explored the dimensions of control , and coded the research materials ob-tained through interviews and document analysis by the software of NVivo 10.These are three sub-core categories of the con-trol, including output control , behavior control and deviation control .Furthermore, it obtained the construct and conceptual model after analyzing the difference between the control in PPP projects and of the employer to the contractor in common en -gineering projects .Based on these , it proposed three management suggestions to practical departments in the end , including paying more attention to output control than behavior control , making the private sector “self-control” through more mecha-nism design and establishing laws about PPP . |
