北京医学科技攻关项目的惠民路径研究

摘    要:为了突显十大疾病科技攻关工作的整体效果,需要从科技惠民的角度出发,总结医学科技项目实现惠民效果的路径,便于对医学科技项目效果进行长期跟踪。通过对北京市十大疾病科技攻关项目实现惠民效果的措施和项目管理经验的梳理,分析了医学科技项目的科研过程和效果体现过程,并研究了医学科技成果的主要形式,如适宜技术、行业标准、诊疗指南、政策文件、数据平台和科普知识等,进一步分析了这些医学科技成果的推广形式。形成了医学科研成果惠民的路径图,揭示了不同类型的医学科技项目最终产生惠民效果的"黑匣子",并进行了举例说明,同时提出了促进科技成果惠民的建议。

Abstract:In order to highlight the overall effect of medical scientific and technological projects,we need to conclude the ef- ficient pathway of medical technalogy projects from the perspective of benefiting the residents. According to the measures and ten-project management experiences, the paper analyzed the research process of medical scientific and technological projects in Beijing and the efficient pathway of appropriate technology, industry standards, treatment guidelines, policy docu- ments, data platforms and other forms of scientific knowledge. And then, the paper drew an efficient pathway of medical tech- nology projects, disclosed the "black box" of different types of medical science and technology project, and put forward some suggestions to promote the efficiency of medical technology projects.
