| 摘 要： | 创新是当今时代的主题。培育创新人才,促进科技创新是高校的神圣使命。为不辱使命,高校在内部管理上应理顺政治权力、行政权力和学术权力之间的关系,完善“党委领导、校长负责、教授治学”的现代高校管理体制,营造“学术自由、学术自治、学术自律”的健康、宽松、宁静的育人环境。

| Abstract: | Innovation is one of main topics at present.The training of talents with innovative ability to promote scientific and technological innovation is the sacred mission of higher institutions.In order to fulfill the mission,the higher institutions should rationalize the relations among political,administrative and academic powers and improve the administrative system of "under the leadership of the Party committee,with president responsibility and with professor scholarship management" to build a healthy,democratic and agreeable environment of "academic freedom,autonomy and self-management". |
