| 摘 要： | 本研究依据《河南教育年鉴》所公布的官方数据对河南省农村义务教育阶段的经费投入、生均事业费、生均公用经费等进行了分析,发现财政性教育投入占GDP的比例远远低于4％标准;财政性教育经费增长比例低于全省财政收入的增长比例;生均事业费虽有所增长,但主要用于教师工资发放;生均公用经费连年低于全国平均水平。有限的教育投入仅仅能维持农村义务教育的基本运行,教育发展步履维艰。

| Abstract: | According to "Henan education yearbook",the study analyzed some financial works in Henan rural compulsory education stage,such as:financial inputs,per person education undertaking fee,per person public funds and so on.The article finds that Henan financial inputs' rate in GDP is far away from 4%;the increase rate of financial education fund is under the increase rate of provincial finance income;per person education undertaking fee has grown,but the main parts has been used in teachers' salary;per person public funds has been decreased under national average level in successive years.Limited education inputs only kept the basic operation of rural compulsory education,the development is difficult. |
