| 摘 要： | 高等教育质量是人们对于高等教育达到其预定目标程度的衡量。高等教育具有多维性质量、多样性质量观。西方高等教育质量评估有多样化的机制和模式。未来的发展趋势是:中央集权与地方分权、市场主导与政府控制的管理体制在不断相互吸取对方的优点,慢慢走向融合。原来以政府为主导的大陆模式国家在越来越多地吸取社会中介组织的力量;而在美国和英国这两种较为民主和分权的质量保障模式中,政府加强了多元评估的职能,对评估活动实施间接的调控。

| Abstract: | Higher education has multidimensional nature to measure,much shape nature is measured sight.Western higher educational quality evaluation have variation mechanism and pattern.Future development tendency is:centralization and the management system of local minute right,market dominant and government control are absorbing the advantage of opposite side continuously mutually,slowly trending mix together.Originally,the continent pattern country with government as dominant is absorbing the strength of social intermediary organization more and more;and in America and England,the quality of these two relatively democratic and minute rights is ensured in pattern,government strengthens the multivariate function evaluation and implement indirect adjusting control for evaluating campaign. |
