| 摘 要： | 气候变化问题已经成为全球重大的国家问题之一。生态系统同一性与经济全球化,使得世界各国承担减排义务成为必然,使得用经济手段调节温室气体排放成为可能。《京都议定书》给发展中国家环境保护带来了机遇：一方面为发展中国家吸引外资和先进技术创造了良好的条件,另一方面为发展中国家环境管理提供了先进的、可操作的模式;但同时它的实施也给发展中国家带来了巨大的压力。

| Abstract: | The problem of climate change has become one of the most important issues in the world.The identity of ecosystem and the globalization of economy both make each country inevitably agrees to take the obligation of reducing the emissions of greenhouse gases,which makes it possible to use the economic way to resolve the problem.Kyoto Protocol brings opportunities for environmental protection of developing countries： on the one side,it creates a good situation for developing countries to attract foreign investment and advanced technology and also provides them with the advanced,operable modes of environmental management.on the other side.Its implement simultaneously brings great pressure on developing countries. |
