| 摘 要： | 美国联邦家庭教育贷款项目(FFELP,The Federal Family Education Loan Program)中的特别津贴(SA,The Special Allowances)是美国联邦政府针对助学贷款的市场失灵通过立法手段而创立的,是美国联邦政府激励贷方发放学生贷款的一个有效手段.本文介绍了特别津贴的缘起、计算方法和影响因素并由此分析了我国国家助学贷款中政府的作用以及需要注意的问题.

| Abstract: | The Special Allowance in the Federal Family Education Loan Program was set to solve the market failure of student loans according to HEA. It is an effective method to incent the lenders to distribute student loans in FFELP. The article introduces the origin, method of calculating, impact factors of the special allowance, thereout analyzing functions and the attentive problems of the government in the national student loan in our country. |
