| Abstract: | The input into higher education by the state has improved the university's environment,scale and quality substantially,but the lag and absence of management resulted in some problems.It is an effective means and important channel for modernization of university management system and governance ability to follow the spirit of rule of law,establish various early warning and emergency response mechanism and improve the ability to deal with emergencies and risks on campus. |
