| 摘 要： | 党的十七大提出要"发展远程教育和继续教育,构建全民学习、终身学习的学习型社会",电大发展应该在构建终身教育体系和建设学习型社会中发挥重要作用。电大发展首先要明确定位,形成自己的特色和优势。要以开放教育为主体,扩大办学规模,坚定不移地走内涵发展的道路。高度重视和加强系统建设,进一步加强电大系统的凝聚力和核心竞争力。深化内部管理体制改革,提升服务水平,促进电大又好又快发展。
