| 摘 要： | 文章研究提出我国远程教育新的历史发展大纲为:一大目标,远程教育的发展从以“量”增长方式为主的人才培养的开放,乘势向以“质”增长方式为主的人力资源的开发的转变。一大定位,巩固远程教育、发展职业教育、提高教育质量。三大任务,学历教育、非学历教育和远程教育公共服务体系的建设。两大增长点,为“建设新农村”和“发展创意产业”服务。一大跨越,从“发展创新”模式到“概念创意”模式。

| Abstract: | As proposed by the article of research with regard to the program of new historical development in long-distance education of China, the major objective for the development of long-distance education will change from the openness of training talented people based on the increase of "quantity" to the increase of "quality" in the development of human resources; the position is set at consolidating long-distance education, developing vocational education and raising the quality of education, a public service system is to be built for academic education, non-academic education and long-distance education as three tasks, service is rendered to "building new countryside" and "developing innovative industries" as two points of growth, the progress from the mode of "developing innovation" to "concept innovation" as a big leap forward. |
