| 摘 要： | 进入21世纪，科研在国家发展战略中占据极其重要的作用。伴随着大量资金投入到科研活动中，人们迫切要求提高科研质量并且对科研经费的分配和使用进行问责。世界各国从国家层面达到这一目的的主要手段是通过建立科研评价制度，以实现大学和科研机构良性的优胜劣汰。目前．国际上主要有国家评级模式、科研经费分配挂钩模式以及混合模式三种科研评价制度。通过分析这三种基于国家主导的科研评价制度，以期对我国完善科研评价有所借鉴。

| Abstract: | In the 21st century, the scientific research plays the extremely vital role in the national development strategy. With the massive funds invested into the scientific research, the people urgently request to improve the research quality and enhance accountability for the assignment and use of public research funding. The way of some developed countries＇ achieving this goal from the national level that is to establish research assessment system to help realize that the superior wins and the inferior washes out benignly in universities and research institutions. The varieties of international research assessments can be mainly categorized into three types of models, such as national ranking models, research block funding models and the mixed model of funding and assessment. This article analyzed these three types of research assessment systems based on the national leadership and hoped to help improve the research evaluation of China. |
