| 摘 要： | 教育均衡发展是实现教育公平的基石。受经济发展水平等因素制约,湖南义务教育资源城乡差别大,集中体现在师资方面。为实现义务教育均衡发展目标,湖南省采取一系列措施加大农村义务教育师资培训。实践表明,＂顶岗实习,置换培训＂是促进农村教师发展的有效形式,对湖南义务教育均衡发展具有重大现实意义。
