| 摘 要： | “由流入地政府负责，以全日制公办中小学为主”解决农民工子女义务教育问题的政策是一项“目标明确而没有新资源”的政策。当前，各流入地政府比较积极地行使着调解性自由裁量权，但是在利用既有资源来执行新政策的过程中陷入困境。“两为主”政策执行必须走渐进路线，积极扶持简易学校是当务之急。
