远程教育制度评价纲要

摘    要:远程教育制度评价为远程教育制度创新提供现实起点。本文从远程教育制度评价的概念、价值取向、作用、参照标准、方式、过程着手,从评价的主客体视角探讨其内涵、外延,从科学主义与人本主义的协调平衡探讨其价值取向,从促进制度建设的民主化、科学化和明确制度发展去向、促进制度创新、弥补制度缺陷探讨其作用,从价值取向、表现形式、制度内容、制度执行四个维度尝试构建评价标准的参照体系,从组织形式、评价策略、工具性方法探讨评价方式,从准备、实施、信息处理、反馈四个阶段探讨评价过程,从而从整体上初步完成了对远程教育制度评价框架的基本架构。

Abstract:The assessment of the distance education is the realistic outset of the innovation of the distance education system. Starting from the conception, value orientation, function, benchmark, method and process of the assessment of the distance education system, this paper explores its connotation and denotation from the subjective and objective perspectives of the assessment, its value orientation from the coordination and balance of the scientism and humanism, its functions from the democratization and scientification of the system construction, as well as the development orientation, innovation and deficiency - remedy of the system; and then, this paper tries forming the benchmark system of the assessment standard from the value orientation, manifestation, contents and implementation of the system, discusses its assessment method from its organization forms, assessment tactics and ways, discusses its assessment process from the following four stages, namely, preparation, implementation, settlement, and feedback. Accordingly, the basic framework of the distance education system assessment is constructed on the whole.
