| Abstract: | Rules and regulations are working norms and codes of conduct to be observed by all and readers, and they are regarded as important basis in organizing all work in libraries. The article probe into the problems of how to handle the relationships between the construction of systems librarians, staffs roughly makes a and humanistic management, how to foster the concept of humanism, how to adhere to the viewpoint of scientific development, and how to realize the sustainable development in libraries. To seek for advice is also the original idea of the author. |
