摘    要:规章制度是馆员和读者共同遵守的工作规范和行为准则,是图书馆开展各项工作的重要依据.文章对如何把握图书馆制度建设与以人为本管理的关系,如何树立以人为本的管理理念、坚持科学发展观、实现图书馆可持续发展等问题,进行了探讨.

Abstract:Rules and regulations are working norms and codes of conduct to be observed by all and readers, and they are regarded as important basis in organizing all work in libraries. The article probe into the problems of how to handle the relationships between the construction of systems librarians, staffs roughly makes a and humanistic management, how to foster the concept of humanism, how to adhere to the viewpoint of scientific development, and how to realize the sustainable development in libraries. To seek for advice is also the original idea of the author.
